Jennifer Bowser is the Education Program Manager at the Community Foundation of Anne Arundel County, where she leads CFAAC's education and outreach strategy. Jennifer designs events and programming that strengthen nonprofit capacity, engage donors, and highlight community needs across Anne Arundel County, connecting people and organizations to the tools for informed, strategic, and tax-efficient philanthropy. Jennifer joined CFAAC in 2026, bringing with her nearly 25 years of experience working with nonprofits, donors, and government partners around the world.

Earlier in her career, Jennifer spent eight years designing basic skills and reading programs for out-of-school youth and under-resourced schools through nonprofits across the Africa region. She then joined the Millennium Challenge Corporation (MCC), a U.S. foreign aid agency, where she evaluated proposed education investments and supervised six grant programs spanning Africa, Central Asia, and Eastern Europe. A fierce advocate for education equity, Jennifer spearheaded MCC's first local philanthropy fund, extending Morocco's basic skills certificate to language minorities, marginalized women, and remote communities across nine regions. She also ensured that basic skills and entrepreneurship programming for youth dropouts and low-literate adults were woven into energy and agriculture projects in three countries, and served as MCC's representative to Michelle Obama's Let Girls Learn initiative.

Jennifer was subsequently recruited to revive the Global Reading Network, where she designed events and technical guidance for nonprofit leaders working in low-income countries, expanded engagement to more than 100 countries, and fostered funding collaborations among global donors. She supported the launch of the Global Partnership for Education's sustainable financing campaign alongside heads of state, and led evidence reviews and program evaluations for the U.S. Agency for International Development's Education and Youth teams and country missions.

Though her career has taken her around the globe, Jennifer's roots in Annapolis run deep, tracing back to the late 1700s. She is proud to be serving Anne Arundel County for the first time in this role. Outside of work, Jennifer enjoys camping, hiking, skiing, watersports, and travel. She remains active in the Signature program at Annapolis High School and continues to advise global organizations in her spare time.
